PENGUNDI POS

Orang yang berhak untuk mengundi sebagai pengundi pos

3. (1) Mana-mana orang yang telah mendaftarkan diri sebagai sebagai seorang pemilih Parlimen atau Negeri di bawah Peraturan-Peraturan Pilihan Raya (Pendaftaran Pemilih) 2002, dan ialah-
(a) seorang pengundi tak hadir;

(b) seorang yang diperakui oleh Suruhanjaya Pilihan Raya sebagai seorang pegawai pilihan raya dan kena menjalankan tugas pada hari mengundi;

(c) seorang anggota mana-mana pasukan polis yang ditubuhkan oleh mana-mana undang-undang bertulis yang berkuat kuasa di Malaysia, selain seorang anggota Pasukan Polis Sukarela Simpanan;

(d) seorang anggota mana-mana perkhidmatan awam yang pada hari mengundi diambil bekerja sepenuh masa dalam suatu jawatan di luar Semenanjung Malaysia atau Sabah atau Sarawak;

(e) seorang anggota Suruhanjaya Pilihan Raya yang dilantik di bawah Perkara 114 Perlembagaan Persekutuan; atau

(f) seorang anggota mana-mana kategori orang yang ditetapkan sebagai pengundi pos oleh Suruhanjaya Pilihan Raya dari semasa ke semasa melalui pemberitahuan dalam Warta, adalah, apabila diterimanya suatu kertas undi pos, berhak untuk mengundi sebagai pengundi pos pada sesuatu pilihan raya mengikut Peraturan-Peraturan ini.
(2) Orang yang disebut dalam perenggan(1)(b),(d),(e) dan (f) yang berhasrat untuk mengundi melalui pos hendaklah memohon untuk berbuat demikian dengan menggunakan Borang 1 dalam Jadual.

(3) Permohonan itu hendaklah dibuat terus kepada pegawai pengurus bahagian pilihan raya tempat dia didaftarkan melalui mana-mana Pegawai Pilihan Raya Negeri sesuatu Negeri sebaik sahaja diketahui bahawa suatu pilihan raya dipertandingkan dalam bahagian pilihan raya itu.

(4) Jika sesuatu permohonan diluluskan, pegawai pengurus hendaklah mengeluarkan suatu kertas undi pos kepada pemohon dan jika pemohonan itu tidak diluluskan, pegawai pengurus hendaklah memberitahu pemohon sedemikian dan hendaklah menyatakan alasan-alasannya untuk tidak meluluskan permohonan itu dalam surat yang ditetapkan dalam Borang 1.

4. Kertas undi yang dihantar kepada pengundi pos hendaklah dalam bentuk yang sama dengan, dan tidak boleh berbeza daripada, kertas undi yang dihantarserahkan kepada pengundi lain.

The 29-year-old law graduate, who had just been named as the first non-Muslim candidate to be fielded by Pas, listened attentively to the questions hurled at her, when Johor Pas announced its candidates at the headquarters in Batu Pahat.

She is contesting the Tiram state seat. But knowing the realities, perhaps Pas is fielding her under the Parti Keadilan Rakyat symbol, based on the electoral pact the two parties have made.

Still, is she in for a culture shock? Will she be able to speak the language of Pas where Arabic phrases and Quranic verses matter most? Will she have to physically cover herself more than ever?

"I know I won't feel alienated because I believe voters nowadays are open-minded," she said.

"I also know that Muslims and non-Muslims will be able to accept me."

A member of the one-month old Unity Bureau under the Johor non-Muslim Pas Supporters Club, Kumutha may be oblivious to the fact that she had broken the conservative Islamic party's 61-year-old tradition of only fielding Muslims as candidates.

"I joined the club because I see that Pas is not bent on racialism. To me all races, be they Malays, Chinese or Indians, are the same."

Making the announcement about Kumutha was Johor Pas commissioner Datuk Mahfodz Mohamed, who said the move signified Pas' tolerance towards other races.

Pas will be contesting in 34 state seats and nine parliamentary seats.

The party lost all the 37 state seats and 11 parliamentary constituencies it contested in the last general election.

This time around, fresh faces made-up one-third of the candidates and none of them were Pas Women's Wing leaders.

Ostensibly, the Johor Baru lass's candidacy is to woo support for the Islamist party from non-Muslim voters in Tiram, especially the Indian vote which comprises 14.39 per cent of that area's voters.

However, even during the announcement, there were murmurs of uncertainty amidst the applause following Kumutha's nomination.

"She is new, too new. And this is quite a task for her.

"The party leadership may want to introduce someone fresh to the party, but the members fear that too much hope is being placed on her.

"She may not be able to do it," a party member said.

Tebrau MIC division chief M. Soorianarayanan, whose division is in Tiram, was even more caustic.

"What is Pas doing? They are going to humiliate the girl and destroy her future in politics. The Indian community is going to hate her for aligning with the opposition," Soorianarayanan said.

The Tiram constituency is a Barisan Nasional stronghold.

In the 2004 election, BN's Maulizan Bujang beat Pas' Roslani Sharif, by a margin of 15,595 votes and the coalition is expected to repeat the feat.

It seems that Malaysian Indians have run out of patience with these two BN leaders who have been the root cause of their problems lately!

As you can see in this video clip that will never see the light of day in the main BN controlled RTM1, TV3 or NTV7 television stations, have been shared here with us by WTV8, the independent web based media.

We have to acknowledge that our Malaysian Indians have been subject to injustice by the BN Government for so long and right now, nothing can stop them from rising up to demand for the Malaysian Government to be fair to them.

HINDRAF may be a bit outrageous in their demands but then again the nation must come to terms that the Malaysian Indians are discriminated and marginalized in many areas.

Samy Vellu and Khir Toyo had it coming when they both got caught up in the sea of raging emotions of a people who have just had enough of being shortchanged in the BN Government's rule of over 5 decades.

If they are not appeased by corrective actions by the Malaysian Government after this 12th General Election, I foresee more eruptions of public unrest and civil protests by the Malaysians of Indian origin.

Penyandang Batu Gajah, Fong Po Kuan, yang pada awalnya enggan mempertahankan kerusi parlimen itu tiba-tiba hari ini mengumumkan bertanding di situ.

Ahli politik muda wanita DAP itu, yang menang dua penggal berturut-turut sejak 1999, menyatakan keputusan terbarunya dalam sidang media tadi.

"Saya berjanji akan terus mendukung tanggungjawab berada di depan bersama rakyat Malaysia demi kebaikan generasi akan datang.

"Maka, saya bersedia terus mewakili suara pengundi Batu Gajah dan semua warga Malaysia di Parlimen," katanya, membacakan kenyataan bertulis enam perenggan.

Beliau turut mengulangi pendiriannya itu pada Selasa lalu melalui kenyataan ringkas di blognya, 'Chamber of Thoughts' (pokuan.blogsome.com).

Blog milik pemimpin kanan DAP Lim Kit Siang hari ini turut memuatkan pengumuman ringkas kembalinya Fong dalam senarai calon parti itu.

DAP sebelum ini menyatakan kebimbangannya kerusi itu bakal jatuh ke tangan BN jika Fong tidak bertanding di di situ.

Susulan keengganan Fong itu, pemimpin-pemimpin BN cepat menyerang DAP dengan menyifatkan parti itu sedang mengalami perpecahan dan "kelam-kabut".

Di sidang media itu, Fong menyatakan beliau mengubah fikirannya selepas menerima banyak sokongan orang ramai kepadanya.

"Sebetulnya sokongan besar mereka itu sangat-sangat menyentuh perasaan saya yang menjadikan saya terfikir untuk tidak menghampakan mereka," tambahnya.

Beliau juga meluahkan permohonan maaf kepada parti, pengundi dan penyokong parti itu susulan pengumumannya Ahad lepas.

Fong terus menghilangkan diri selepas pengumuman tersebut.

Selain Lim, turut hadir di sidang media itu penyandang kerusi Ipoh Barat, M Kulasegaran.

Kira-kira 150 penyokong dan wartawan mengerumuni bilik gerakan DAP Perak di Ipoh untuk mengikuti perkembangan terbaru itu.

An xxxxxx politician went to the US to visit his counterpart. When the Senator invited him home for dinner, the minister was very impressed by the lavish mansion, grounds and the costly furnishings. He asked "How can you afford all this on a meagre senator's salary?"
The senator smiled knowingly and took him to the window.

HONG KONG CAPITALISM
You have 2 cows. You sell 3 of them to your publicly-listed company, using
letters of credit opened by your brother-in-law at the bank, then execute
a debt/equity swap with an associated general offer so that you can get
all 4 cows back, with a tax deduction for keeping 5 cows. The milk rights
of 6 cows are then transferred via a Panamanian intermediary to a Cayman
Islands company secretly owned by the majority shareholder, who sells the
rights to all 7 cows milk back to the listed company and proceeds from
the sales are deferred. The annual report says that the company owns 8 cows,
with an option on 1 more. Meanwhile, you kill the 2 cows because of the bad
feng shui.

TRUE DEMOCRACY
